I was contacted by a collection agency about overdue materials from the library. What does this mean?

Accounts with items at least 53 days overdue are referred to the library's collection agency. If library materials are returned at an early stage in the process of collection, the user will only be charged an $10.00 service charge for administration by the collection agency.
